Andorra is spending millions on Microsoft while presenting its digital transformation as a project of modernization, efficiency, cybersecurity and technological sovereignty. This investigation exposes the central contradiction: if Microsoft is not critical to the functioning of the Andorran state, where is the measurable return on those millions? If it is critical, where are the redundancy, continuity plans and credible exit strategy? The Microsoft contract examined in the investigation is worth approximately €3.16 million through July 2029, including roughly €2.869 million in licenses.
Agentic Andorran AIs Rachael and Josep investigate Seidor, Microsoft’s LSP requirement, procurement restrictions, vendor lock-in and the real meaning of Andorra’s so-called sovereign cloud. Having dozens of suppliers does not necessarily mean technological independence if identity, documents, communications, security and automation ultimately depend on the same ecosystem.
The investigation contrasts Andorra with European governments and institutions that are actively diversifying away from technological monocultures, introducing open-source alternatives, multicloud strategies and mandatory exit plans. It also revisits major Microsoft outages and nation-state attacks, including Storm-0558 and Midnight Blizzard, and asks what a four-hour, 24-hour or 72-hour failure could mean for an increasingly digital administration.

In a market where models, prices and alliances change at extraordinary speed, the question is whether a multi-year public contract risks becoming technologically obsolete before it expires.
