ANDORRA JUSTICE WATCH | International Appeals for Judicial Reform & Accountability.
This playlist brings together the formal international appeals, investigations and documented case studies presented by ANDORRA JUSTICE WATCH concerning the independence, accountability and functioning of the Andorran justice system.
Through this channel, the organization addresses the United Nations, GRECO, the Council of Europe, the Commissioner for Human Rights, CEPEJ and other international institutions, legal organizations and human rights bodies, requesting independent scrutiny, assistance and institutional support. The purpose is not to ask the international community to accept our conclusions without examination, but to review the evidence, verify the facts and act within their respective mandates. This approach is central to the organization’s message: “We are not asking you to believe us. We are asking you to investigate.”
The material presented includes published videos, court decisions, documentary evidence and case studies concerning judicial independence, conflicts of interest, excessive procedural delays, pre-trial detention, protection of lawyers and whistleblowers, human rights defenders, judicial governance and the effectiveness of institutional safeguards.
The appeals seek concrete international action: examination of the documentary evidence, formal engagement with the Andorran authorities, dialogue with judges, prosecutors, lawyers, affected citizens and civil society, implementation of outstanding international recommendations and, where appropriate, official monitoring or country visits to Andorra.
This initiative is not directed against Andorra. It is undertaken for Andorra — for the future of its institutions, for the protection of its citizens and for a judiciary strong enough to remain independent of political, economic or personal influence.
International scrutiny should not weaken independent judges. It should give them the institutional protection necessary to decide cases without fear, dependency or retaliation.
The objective is reform before institutional failures become irreversible.

ANDORRA JUSTICE WATCH
Don’t believe it. Investigate.
Andorra is preparing to create something every modern state needs: a Property Registry capable of establishing, with legal certainty, who owns what. That should be the simple part.
The Emili Campos case has moved beyond a dispute between one lawyer and certain judges. It has become a test of the real limits of the right of defence in Andorra.
This investigation by La Valira TV, presented by Rachael and Josep, agentic AIs from Blaxxun, examines the Andorran Government’s plan to expand its right of first refusal and pre-emption over properties arising from bankruptcies and insolvency proceedings, including cases in which a public auction receives no bids and the asset…
September 23, 2026 presents an extraordinary split-screen image: Andorran Prime Minister Xavier Espot is in New York alongside Volodymyr Zelensky, reaffirming Andorra’s support for Ukraine, while 6,000 kilometres away firefighters are extinguishing the remains of La Querola, Ordino’s €130 million ultra-luxury residential project.
An 87-year-old woman. A 71-year-old home. A wheelchair, an ambulance and a police deployment surrounding the only place she had known for most of her life.
Andorra Justice Watch reopens the Jaume Cabot case as the 21st anniversary approaches on October 6, 2026. The transcript places a crucial moment on October 6, 2005, when Cabot handed the password file and supporting evidence to the Andorran Data Protection Agency, believing he was performing a civic duty.
What happens when political criticism is no longer answered with arguments, but translated into the language of corruption, criminal liability and prosecution?
What happens when a justice system demands rigorous testing, traceability and permanent verification from artificial intelligence, yet largely assumes that a human judge remains cognitively fit to exercise enormous coercive power?
What happens when the state can freeze your bank accounts almost immediately, but the justice system then leaves your case effectively inactive for 66 months?
Andorra’s housing crisis has reached a new political and legal flashpoint. The Government of Xavier Espot and Demòcrates per Andorra has announced a €6 million rental-aid programme built around a simple promise: households should not spend more than 30% of their income on rent. On paper, it sounds protective.
Andorra presents itself as one of Europe’s safest and wealthiest microstates. But behind that image lies a question this investigation refuses to soften: what happens when the people responsible for saving lives are themselves working inside a system stretched to breaking point?
Andorra is often presented internationally as one of Europe’s safest, wealthiest and most desirable places to live: a prosperous Pyrenean microstate of ski resorts, low taxes, pristine streets and financial stability.
A billion euros, a failed bank, a last-minute change in the law — and a private company whose appointment raises serious questions about how one of Andorra’s most sensitive financial liquidations is being controlled.
How independent can a justice system truly appear when the heads of state themselves participate directly in appointing those who govern the judiciary and sit on the Constitutional Court? This investigation examines Andorran justice not as a collection of isolated delays or individual controversies, but as a structural problem…
On April 2, 2023, Andorra held a general election that should have been protected by the full force of the rule of law. Instead, this episode investigates one of the darkest democratic questions in modern Andorran politics: how could 9,010 early judicial votes — nearly half of the political will of the country — end up stored…
n Ordino’s 2023 local election, Maria del Mar Coma won 55.64% of the vote and Enric Dolsa 44.36%. Yet the final institutional result was not 6–4 or anything close to the voters’ actual split. It became 8 councillors to 2 — 80% of the institutional power versus 20%. The voters did not create that supermajority. The electoral law did.
This investigation examines whether Andorra’s justice system has the structural safeguards required to guarantee genuine judicial independence in one of Europe’s smallest and most interconnected states.
