The investigation
The government announces thresholds of 30%, 32.5%, 35%, 37.5% and 40%. It requires fifteen years of residence and income between 1.2 and 3.5 minimum wages, with equivalent income reflecting household composition. The calculation cap is the parish’s affordable reference rent plus 20%. Applications are announced from 01/11/2026, with financial effects from 01/01/2027.
Context
This is not a universal 30% guarantee. It complements social rent support and differs from the proposed developer incentives.
