The EUREP ceiling exists. It does not establish a transfer, a reserve or unconditional access to €50 billion.
The investigation
Article 4 sets a €50 billion ceiling per counterparty. Articles 2 and 3 require agreements, compliance and eligible euro collateral. Valuation haircuts, daily valuation and margin calls apply.
Each operation matures within one week and may be renewed. Pricing follows the ECB’s main refinancing rate plus its chosen spread. Government bonds from the counterparty’s own jurisdiction are ineligible as collateral.
Context
The AFA describes an improved liquidity backstop. We examine the interpretation of automatic availability; we do not attribute an announcement of money already received to the AFA.
