Verdict

True

What we checked

TRUE. Primary sources establish legal recruitment and inspector appointments, not the filling of every subsequent vacancy.

The investigation

BOPA 132, 02/11/2023: the 30/10 edict signed by Punjabi opens a second one-year legal recruitment round after the 27/09 round failed. BOPA 125, 18/10/2023: the 17/10 edict records Parliament appointing two inspectors. The BOPA 38 contents dated 02/04/2025 list permanent legal recruitment dated 28/03. APDA announces administrative and accounting recruitment on 16/05/2025 and links its edict.

Context

Recruitment, appointment and filling a later vacancy are distinct. The 2023 appointment does not establish replacement after a January 2024 departure.

Right of reply

Punjabi’s 25/11/2025 response is publicly reported. Located Diari URLs return 404 and the full rectification letter has not been recovered. We do not attribute a blanket denial of all tenure edicts to Diari.

How we reached the verdict

The documents establish that edicts exist, not an exhaustive inventory or that all positions were filled.

Limitations and unavailable information

No verdict on the specific later vacancy or editorial intent. No treatment indicators are applied without complete originals and verifiable excerpts.
